(CNN) — Hurricane and tropical storm watches are in effect for coastal New England as Hurricane Lee threatens to deliver a blow to parts of the region as well as Atlantic Canada later this week and into the weekend.The massive storm was churning about 380 miles south-southwest of Bermuda, according to a 5 p.m. update from the National Hurricane Center.A storm surge watch has also been issued for southeastern Massachusetts, the center said.Hurricane Lee’s track is coming into focus and its massive wind field threatens to deliver strong winds, heavy rain and coastal flooding.The storm was a Category 2 hurricane as of Wednesday afternoon, with maximum sustained winds of 105 mph.A tropical storm warning remains in effect for Bermuda ahead of Lee’s brush with the island Thursday. New video shows the moment a car was carried away by floodwaters in Leominster earlier this week as heavy rain triggered flash flooding across the city and its surrounding communities. 7NEWS recently spoke with the owner of the car, who said he watched the scene unfold Monday night behind their multi-family home off Central Street. “It’s devastating,” said Leominster resident Moses Dejene. “I’m still absorbing this.” Dejene said water started pooling in his parking lot Monday evening. As time went on, he said, the asphalt bucked, creating a huge crater. The water then broke through Dejene’s fence, taking his car with it. “I’ve never seen anything like this before and it’s unfortunate,” he said. The car was swept away until it stopped in a creek more than a hundred feet from Dejene’s parking lot. Gov. Maura Healey filed a $2.1 billion gross spending bill Wednesday that closes out the books on fiscal year 2023 and includes $250 million for the state’s emergency shelter system, which officials say is in crisis mode after an influx of migrants and surging housing costs.Healey proposed transferring the $250 million in “one-time resources” for shelters from an transitional escrow account to “cover the ongoing cost of providing safe, temporary shelter to thousands of families in need,” the governor said in a statement. The proposed spending comes after Healey said the shelter crisis was costing the state about $45 million a month.Emergency assistance shelter is for families with children or pregnant women who are experiencing homelessness, including newly arrived migrant families and locals. (AP) — A 19-year-old man is accused of holding his girlfriend captive in her dorm room at a university in Minnesota while he raped, beat and waterboarded her for days until she escaped. Keanu Labatte was arrested Sunday at St. Catherine University, an all-female school in St. Paul. He is charged with five felony counts: three for criminal sexual conduct, one for domestic assault by strangulation and one for threats of violence.The office of the public defender representing Labatte declined to comment on the case.According to a criminal complaint filed this week, Labatte arrived on campus last Thursday to visit his girlfriend of two months.
