Marceles Duncan already stands 6-foot-3 and can dunk a basketball. He’s only 12 years old.Marceles’ mother and coaches recognize his exceptional size, talent and passion. It’s the right combination to get him onto a college team. But Marceles needs to be seen by recruiters and coaches. And that’s just not going to happen if he stays home in Denver on the weekends .So eight to 10 times per year, Marceles travels with his club team, College Bound Elite Basketball Academy, to other cities to play and be seen. His mother, Jenne Duncan, spends about $10,000 a year on club fees and travel, stretching her family’s budget to its limit so her son has a chance to reach his basketball goals. Add shoes, compression shirts and other odds and ends, and the expenses start to add up.“As a family, we try to cut things here and there, save here and there,” Duncan said. “As a team, though, we try to do some fundraising. But it’s hard because it’s ye...From Kenneth Faried to Jimmer Fredette: Meet The Post’s NCAA Tournament All-Denver Team

Reading about jewelry helped ease the mind. A lot was being asked of Alexandar Georgiev. Backup goalie Pavel Francouz had just sustained his second injury of the season, forcing the Colorado Avalanche to depend on their top netminder even more than usual.Georgiev needed to learn from the first time. This is the 27-year-old’s first season as an NHL starter, so when Francouz got hurt in late December, the increased physical and mental demands challenged him. Losses stacked up in early January as Georgiev started 12 consecutive games. In the seven games after the holiday break, his save percentage was .877, the only major blip in an otherwise impressive season.“I felt like he was putting too much pressure on himself,” coach Jared Bednar said.So when Francouz went down again, Georgiev made an adjustment. “Try to reset between the games and think about something else that’s not hockey,” he said. “Get a nice distraction. When Jerry Brown returned to the governorship of California in 2011, after a 28-year absence, he proposed a major overhaul in financing public schools. For many decades, school finance was quite simple. Local school boards would decide how much money they needed each year and adjust property tax rates to generate the revenue. The state was at most a peripheral player, allocating money to somewhat equalize per-pupil spending in response to a series of state Supreme Court decisions in the 1970s.Everything changed in 1978, a year in which Brown was seeking his second term as governor, when voters passed the iconic Proposition 13 property tax limit.School districts and other units of local government, such as cities and counties, could no longer adjust property tax rates and overall property tax revenue took a nosedive. The state responded by assuming the basic responsibility for financing schools, largely on a per-pupil basis. In 1988, at the behest of the California Teachers Association ...Everything to know about the Oscars tonight

BAGHDAD (AP) — Iraq’s prime minister Sunday promised sweeping measures to tackle climate change — which has affected millions across the country — including plans to meet a third of the country’s electricity demands using renewable energy.Climate change for years has compounded the woes of the troubled country. Droughts and increased water salinity have destroyed crops, animals and farms and dried up entire bodies of water. Crowds of residents rushed to the hospital due to respiratory illnesses caused by rampant sandstorms. Climate change has also played a role in Iraq’s ongoing struggle to combat cholera.“More than seven million citizens have been affected in Iraq … and hundreds of thousands have been displaced because they lost their livelihoods that rely on agriculture and hunting,” Prime Minister Mohammed Shia al-Sudani said in a speech to open the two-day Iraq Climate Conference in Basra. Al-Sudani said the Iraqi government is working on a national plan ...Saudi Arabia’s golf case threatens to spill kingdom secrets

WASHINGTON (AP) — Officials who oversee Saudi Arabia’s tens of billions of dollars in U.S. investments haven’t been shy about flaunting their ties with top American business and political figures, down to wearing MAGA caps as they swing golf clubs alongside former President Donald Trump. But they’ve been silent about many of the details of these relationships. That’s changing as a result of a federal lawsuit in California pitting the Saudi-owned golf tour upstart LIV against the PGA Tour. A judge, citing what she described as the kingdom’s hands-on management of LIV, found that when it came to the new golf league, Saudi officials and the Saudi government aren’t shielded from U.S. courts the way sovereign nations usually are. While Saudi Arabia is fighting the decision, insisting U.S. courts have no jurisdiction over its high officials, the ruling means lawyers for the PGA Tour would be able to question top officials about business secrets that the Saudis have held cl...How coconuts protect the Jersey Shore, other eroding coasts

NEPTUNE, N.J. (AP) — Coastal communities around the world are adding a tropical twist to shoreline protection, courtesy of the humble coconut. From the sands of the Jersey Shore to the islands of Indonesia, strands of coconut husk, known as coir, are being incorporated into shoreline protection projects.Often used in conjunction with other measures, the coconut material is seen as a cost-effective, readily available and sustainable option. This is particularly true in developing countries. But the material is also popular in wealthy nations, where it’s seen as an important part of so-called “living shorelines” that use natural elements rather than hard barriers of wood, steel or concrete. One such project is being installed along a section of eroded river bank in Neptune, New Jersey, about a mile from the ocean on the Shark River. Using a mix of a federal grant and local funds, the American Littoral Society, a coastal conservation group, is carrying out the $1.3 million project ...DC bill would create LGBTQ pride license plates
